Biography: Carlos Turmo is currently Technical Counsellor in the IT Department at the Spanish Patent and Trademark Office. PhD in Biological Sciences, he joined the Spanish Patent and Trademark Office (SPTMO) in 1986 as Patent Examiner.

He joined the European Patent Office in 1987 as examiner in the biotechnological field working there until 1992, when he returned to the Spanish Patent Office. At the Spanish Patent Office he started to take responsibilities in the IT unit and in 1998 he was designated Director of the IT Division.

In 2000 he was appointed IT Deputy Director in the Science and Technology Ministry and in 2004 was appointed IT Director at the National Sports Agency. In 2008 he returned to SPTO, again as Director of the IT Division, and since 2015 enjoys the current position. He has actively transformed and modernized the organizations where he has worked introducing technology, digitalizing procedures and promoting open data initiatives.
