Biography: I’m a Systems Engineer of National University of Colombia, specialist in systems information from Universidad de los Andes  and MBA in International Management with a Marketing oriented, from Euncet Business School of Universidad Politecnica from Catalonia, with additional training in Management Project, Finance, e-Government, Open Government, Strategic Management and training as a Coach. I have been working for more than 15 years in planning, project management transformation and ICT strategic innovation. I have heading the definition and implementation of the Digital Government Strategy of Colombia since 2012, establishing policies, guidelines and technical in order to improve Online Government services to citizens, promoting innovation and transparency in public institutions, through the strategic use of ICT. The strategy has been implemented in more than 200 entities, more than 1,000 municipalities in national level in Colombia. Achieving the country itself as a leader in e-services, e-participation and open data in the world. I have experience teaching at undergraduate and graduate students at the National University of Colombia, Universidad de los Andes, Universidad Externado and Universidad Continental from Perú.
