Biography: Rafael García Aceves is the coordinator of Transparencia Mexicana's program on openness and civic engagement. The program focuses on the use of open data, technology and citizens' participation to identify and respond to corruption risks. The program is currently designing the Social Witness 2.0, a civic tool for monitoring public procurement processes in Mexico. Also, as part of the program, Rafael coordinates the initiative #3de3 (three out of three) which allows citizens to contact and demand to politicians to voluntarily disclose their assets, interests and proof of tax payments. So far, over 1,500 candidates and politicians have disclosed their information since 2015 (www.3de3.mx). Rafael is an advocate of the Open Contracting Data Standard.
