Biography: Stephane is a pioneer in OD in developing countries and have been active in Africa since 2010. He was originally part of the founders of the Web Foundation, and was the foundation lead program manager, designing and driving its Open Data program till 2012. Since then, he manages SBC4D that has been working for all major players in the domain (World Bank, ODI, OKF, etc.) in assessment, research and implementation of OD initiatives in Africa. SBC4D is also working at the CSO level, and Stephane is the co-project manager of dLab, the MCC/PEPFAR-funded open data lab in Tanzania, launched in march 2016.
