Title proposal: The status and future development of Asia open data alliance.

Biography: Wei-Chung Hwang is the division director of Intelligent Application Technology Division, Computational Intelligence Technology Center(CITC), Industrial Technology Research Institute(ITRI).  He leads the development of open data technology and applications, big data platform and consumer applications, and data privacy technology in ITRI, under the sponsorship of  Ministry of Economy Affairs(MOEA), Ministry of Science and Technology(MOST), and Board of Science and Technology(BOST). Wei-Chung is the leader of several projects for data economy ecosystem in Taiwan, such as Collaborative Development of Open Data Technology and Applications(MOEA), Big Data Applied Research and National Data Marketplace(MOST), etc. He work with government, enterprise, and community to explore the value of open data, big data, and personal data, with the adoption of data-centric approach.  Wei-chung is also the executive committee member of Open Data Alliance(ODA) Taiwan, and the open data advisory committee of several government agencies, including Central Election Commission, Ministry of Finance.
